The developers explain that it is meant to be a balancing act between profit and loss. As Sasko says, this should not be taken as an official introduction of cyberpsychosis for V. So how is it supposed to work?

Players using the new perk will be able to bypass modification limits while facing specific consequences, such as reducing their health, lowering some stats in exchange for increasing others, etc.

This makes a lot of sense, because once you get cyberpsychosis, it would be difficult to play on and the entire gameplay save would be tossable. You would possibly have to go back to the previous save, which would be quite tiring. And this way, everyone would be able to decide whether they prefer another implant or whether they want to have more HP after all.
